Abstract

The low literacy level among Indonesian children has become a serious issue, especially in rural areas that face limited facilities and restricted access to reading materials. This study aims to analyze a model of empowering children's reading literacy through activities at the Community Reading Garden (Taman Baca Masyarakat/TBM) in Regency, Banten. The research employed a descriptive qualitative approach using a Participatory Action Research (PAR) model. Data were collected through observations, semi-structured interviews, and documentation, and analyzed using the Miles & Huberman interactive model. The findings reveal that the presence of TBM has a positive impact on enhancing children's reading motivation, language skills, and self-expression. Literacy activities such as guided reading, educational games, and reading competitions effectively foster an early literacy culture. The active participation of parents, village officials, and the local community is a key factor in the program’s success. TBM can serve as a best practice model that is feasible to replicate in other rural areas to strengthen the literacy culture among young generations.
